Background: The U.S. Environmental Protection Agency (EPA) will hold a virtual public hearing to provide the public the opportunity to present comments on EPA’s proposed rulemaking related to public participation elements for Clean Air Act minor New Source Review (NSR) programs. Minor NSR programs regulate the construction of new minor stationary sources of air pollution and minor modifications to existing stationary sources. The changes described in this proposed rulemaking would provide state and local air pollution control agencies with greater discretion to identify the requisite level of public participation that is appropriate in their minor NSR programs.
Registration: Last day to pre-register is July 19, 2026.
Please submit a separate registration form for each person attending or speaking. Note: EPA will use your registration information solely for this event. If you register to speak, we will post your name and affiliation as part of the agenda. No other information provided will be included, or shared with any third party.

The last day to submit written comments on the action is August 21, 2026. EPA considers all comments equally, whether submitted in writing to the docket or given orally at a public hearing.
Public Hearing Information: The hearing day will consist of two sessions: Session 1: 10 AM – 12 PM (ET) Session 2: 1 PM – 4 PM (ET)
Each speaker will have 4 minutes to speak. If time allows, EPA may provide an opportunity for additional attendees to provide oral testimony.
