Beaver County, Pennsylvania continues to lag the state and nation in critical measures of economic wellbeing, notching double-digit declines in GDP and employment since the announcement of Shell’s petrochemical complex in Monaca, according to a new report from the Ohio River Valley Institute.
“The latest federal data show that the economic ‘windfall’ promised by Shell has utterly failed to materialize, leaving the county with fewer jobs, fewer business, and fewer residents than it had before the facility was announced,” said author Eric de Place.

“In addition to impacts they feel from an economic downturn, local residents also experience greater risks of negative health issues from the Shell petrochemical complex, which releases high levels of pollutants into the airshed and waterways,” said Jackson Zeiler, public health analyst at the Environmental Health Project. “These negative health risks include asthma, heart disorders, mental health symptoms, poor birth outcomes, and cancer, among others. When combined with a legacy of industrial pollution in the region, the Shell complex adds to the threat of increased hospitalizations and premature deaths while reducing the quality of life for many frontline families.”
